RESUMO
Mais do que responsabilizar cada uma das partes, o PERSU2030, marcado pela inovação, veio incentivar um alinhamento entre as entidades em “alta” e “baixa”, elucidando que nenhuma das partes consegue atingir metas sem uma direta e honesta cooperação. Das ambições descritas neste plano, a recolha dedicada de biorresíduos e a sua valorização são dos mais importantes e disruptivos passos em matéria de gestão de resíduos desde o encerramento das lixeiras, no final do século passado. No decorrer deste artigo, serão apresentadas perspetivas em “alta” e em “baixa” de forma a se acompanhar os desafios com que ambas as entidades se têm deparado desde a recolha à valorização dos biorresíduos e as soluções encontradas para lhes fazer face. A gestão deste novo fluxo implica várias adaptações operacionais, quer na “baixa” como na “alta”, algumas das quais, muito desafiantes e com necessidade de maiores custos operacionais. Não obstante, o grande desafio não será técnico. O verdadeiro desafio impõe-se a nível social, num setor que necessita de evidenciar, sensibilizar e convencer a população da importância da gestão dos resíduos. Nenhuma solução técnica de recolha funcionará sem o comportamento adequado por parte das pessoas.

STRATEGY FOR COLLECTION AND RECOVERY OF BIO WASTE IN THE ALGARVE REGION – CASE STUDY OF PORTIMÃO
ABSTRACT
More than holding each party responsible, PERSU2030, marked by innovation, encouraged alignment between “high” and “low” entities, elucidating that neither party can achieve goals without direct and honest cooperation. Of all the ambitions described in this plan, the dedicated collection of bio-waste and its valorization is one of the most important and disruptive steps in waste management since the closure of landfills at the end of the last century. Throughout this article, “high” and “low” perspectives will be presented in order to monitor the challenges that both entities have faced, from the collection to the recovery of bio-waste and the solutions found to face them. The management of this new flow implies several operational adaptations, both at “low” and “high”, some of which are very challenging and require higher operational costs. However, the biggest challenge will not be technical. The real challenge is at a social level, in a sector that needs to highlight, raise awareness and convince the population of the importance of waste management. No technical collection solution will work without appropriate behaviour on the part of people.
